ECMPS 2.0 Update: Key Information

The Environmental Protection Agency (EPA) recently provided updates on the ECMPS  2.0 project, and we are here to ensure you stay informed and prepared. Below, we have outlined the latest developments, key takeaways, and how ESC Spectrum is addressing the changes to keep you ahead of the curve. 

December 20, 2024: EPA’s Reporting Instructions Update

On December 20, 2024, the EPA released updated reporting instructions for ECMPS 2.0. These instructions bring some notable changes: 

 

  • Removal of Non-ECMPS 1.0 MATS References: The new reporting instructions omit all references to Mercury and Air Toxics Standards (MATS), essentially making the ECMPS 1.0 and 2.0 change only XML versus JSON. The EPA confirmed that MATS data reporting will continue as before under ECMPS 1.0 for the initial release of ECMPS 2.0 as a submission under various file formats. Additional changes to MATS requirements will be announced at a later date. 

"At this time, there are no planned changes to the MATS reporting requirements for the initial release of ECMPS 2.0. This means that affected sources can expect to continue reporting MATS data into the new ECMPS 2.0 application when it is released as they have been reporting via ECMPS 1.0. Any major changes to reflect MATS submission requirements into ECMPS 2.0 will be announced at a later date."

  • Schema Updates: The instructions reflect changes made to ECMPS 2.0 schema files, published on September 25, 2024. StackVision 7.6 beta (or greater) will be required if you wish to perform ECMPS 2.0 web-based testing. 

Beta Website Challenges

The ECMPS 2.0 Beta site has faced significant downtime, including a maintenance shutdown beginning January 17, 2025. As of now, the site remains offline, with no anticipated reopening date. This has created challenges for vendors like ESC Spectrum, as testing capabilities are temporarily halted.  

 

When the Beta site becomes operational again, ESC Spectrum will: 

  1. Continues to test ECMPS 2.0 and provide feedback to EPA on issues 
  2. Release updated software as necessary to meet regulatory reporting requirements in ECMPS 2.0. 

 

For now, users should continue using ECMPS 1.0 for official reporting and reference the EPA’s updated instructions, which are available here. We continue to recommend that users participate in Beta testing with ECMPS 2.0 and provide feedback to the EPA and ESC Spectrum if possible. 

Tentative Timeline for ECMPS 2.0

The EPA aims to launch ECMPS 2.0 for data collection no sooner than Q3 of 2025. However, this timeline is subject to change as development progresses. As always, ESC Spectrum will keep you informed of any updates and necessary software required to meet any upcoming changes.
